Wireless - web pages and downloads slow

So we saw this right around xmas. Its on my wifes Emachines e725. Never had an issue previously.
- Web pages wont load, downloads wont start.
- My laptop with the same wireless router works great.
- Her laptop hardwired works fine.
- I have done a selective startup without any startup programs. nada.
- I updated the drivers. nada
- I scanned for virus' and malware with 4 different services.
- I did a system restore.
- I went into safe mode and made the driver changes. nada
- I thought it had something to do with the MS virtual miniport adapter, but that has since been unistalled.
- I thought it might have something to do with the leapstar program. (cant determine if thats the case)
- Its possible that there was a driver update done through MS update.

The machine is unusable at this point. Any help or suggestions would be very welcome.
